Register, transfer, or update.

Who is eligible to register as a voter?

Any Nigerian citizen aged eighteen (18) years or older, of sound mind, and not subject to any legal incapacity is eligible. You must register in the constituency where you ordinarily reside or were born.

Where can I register?

Registration takes place at designated INEC registration centres — typically the Local Government Office in your area, ward registration units during CVR exercises, or via INEC's online pre-registration portal. Find your nearest centre →

What documents do I need to register?

Bring at least one of the following:

  • National Identification Number (NIN) slip
  • International passport
  • Driver's licence
  • Birth certificate or sworn declaration of age

You will also be required to provide your residential address and contact details.

Can I pre-register online?

Yes. INEC's online pre-registration portal allows you to begin the process from anywhere. After pre-registering, you must visit the assigned physical centre within the stated window to complete biometric capture and validate your registration.

How do I transfer my registration?

If you have moved to a new constituency, apply for a transfer at least 60 days before the next election. Submit a written application to the Resident Electoral Commissioner of your new state, attach a copy of your existing PVC, and complete the transfer form.

My PVC is lost or damaged. What do I do?

Report immediately at the nearest INEC office. File a sworn affidavit if the card is lost. INEC will issue a replacement, generally within 30 working days, free of charge.

Is double registration allowed?

No. Double registration is a criminal offence under the Electoral Act and carries penalties of fines and/or imprisonment. INEC's biometric system flags duplicates and removes them from the register.

How do I verify my registration status?

Visit INEC's voter verification portal and enter your VIN (Voter Identification Number) or last name and state. The portal will return your polling unit, ward, and registration status.

What is a PVC?

The Permanent Voter Card (PVC) is the chip-enabled identification card issued by INEC that confirms your registration on the voters' roll. It is the only valid instrument for voting at the polling unit.

Where do I collect my PVC?

PVCs are collected at the registration centre or ward office where you originally registered. INEC publishes collection schedules per state ahead of every election; check inecnigeria.org or your state INEC office.

What do I bring to collect my PVC?

Bring your Temporary Voter Card (issued at registration), and any government-issued photo ID. Collection is in person — no proxies.

Can I vote without a PVC?

No. Section 47 of the Electoral Act requires the PVC to be authenticated by the BVAS (Bimodal Voter Accreditation System) before a voter is issued a ballot. No card, no ballot.

Can someone collect my PVC on my behalf?

No. Collection requires biometric verification and must be done in person at the assigned centre.

What if my PVC is missing or damaged?

Report to your local INEC office. File an affidavit if it is lost. A replacement will be issued — typically within 30 days — free of charge.

When is the deadline to collect my PVC before an election?

Per the Electoral Act 2022, INEC must stop the issuance of PVCs at least 30 days before a general election. Do not wait until the last week.

Can my PVC be used to vote in any state?

No. Your PVC is bound to your registered polling unit. To vote in another constituency, you must complete a transfer at least 60 days before the election.
